This should include:
An introduction section outlining the background of the research topic/problem.
A well formulated research question and research aims.
A section indicating the methodology and methods that you will use in carrying out your work.
An outline of the subsections that the dissertation will be broken into with a short summary of the main ideas or arguments that will be discussed in each section. You should include key themes theoretical perspectives and methodological considerations that have emerged from your research when formulating this.
