Hi Everyone! This week we read about how the government is paid for. From the public administrator’s view, this is the source of revenue. We learned that upon examining the Ferguson MO budget, it was possible for the Department of Justice (DOJ) to determine that the priority of collecting revenue placed an excessive burden upon the collection of fines and fees with the police department. By doing this, the government officials made it imperative that citations, fines, etc., be placed upon the public to generate revenue. As a public administrator, you should be able to examine the budget and analyze the revenue being generated. Doing this may save your public organization from making similar decisions to Ferguson. As a member of the public, those that pay these taxes, fines, and fees, this may also be enlightening to know your government’s priorities and where the burden is placed. Here is a video of where to get the numbers for the spreadsheet you should download below and how to copy and paste it to your Word document for your analysis. This does take a bit of time, but you can’t know how to analyze a budget without knowing how to gather the data and why you are doing so.
Please watch this video created and narrated by the wonderful Dr. Diane Benitiez.
You can go to Miami-Dade County budget archives by clicking here. You can access previous budgets by clicking on the fiscal years on the right side. However, you do NOT need to navigate the entire budget to find the numbers for this analysis – I am sharing the specific links to appendices that lead you to the budget required for data analysis.
For the FY 2014-2015 Miami-Dade County budget Appendix used in the video, click here. Appendix A: Funding Summary is on page 263 of the report (or the third page of the pdf file).
Below are the links to Appendices for FY 2016-17 to 2021-22 (exclude FY 2020-2021 because the budget is unavailable on the website).
FY 2016-2017: See Appendix A, D, E
FY 2017-2018: See Appendix A, D, E
FY 2018-2019: See Appendix A, D, E
FY 2019-2020
Appendix A
Appendix D
Appendix E
FY 2021-2022
Appendix A
Appendix D
Appendix E
Now download the excel spreadsheet and name it using your first and last name. The spreadsheet is identical to the one used for the demonstration in the video.
Using Appendix A: Complete 2016-17 through 2021-22. There are formulas in the % of total fields that are there to help you. Please try to save them from being overwritten. Upon completing the spreadsheet, create a Word document, and use the following questions to analyze the revenue collected year after year.
Where is the revenue burden placed in Miami-Dade County?
Using Appendix D; “Countywide General Fund Revenue” &
Using Appendix E; “Unincorporated Municipal Services Area General Fund Revenue”:
What stands out to you in “Intergovernmental Revenue”?
What stands out to you in “Charges for Services”?
In general, who bears the top 3 levels of burden for Miami-Dade County Revenue?
When you have completed your analysis on the spreadsheet, please copy and paste the result on the Word document (as shown in the video) and upload the Word document here.
