State your opinion on the recent decision by the South Korean National Assemblys Special Committee on Political Reform decision to pass an amendment to the Public Official Election Act which lowers the age limit of eligible candidates for parliamentary and local elections from 25 to 18.
While might not have yet decided whether this change will be applied to the parliamentary re-election in March, this is a change that is soon going to be implemented and will engender heightened levels of direct political participation by the younger generation. Domestic media analyses this change to be a conscious decision that appeals to young people for the upcoming presidential election.
Considering South Koreas current political climate and the type of education that late adolescents receive from mandatory education, evaluate the significance of this change. Was it a necessary change? Would the consequences be a net positive or negative? Expand your argumentation as logically as possible.
