The stakeholders CBSA through the policy helps in effectively managing the behavior of the immigrant detainees by facilitating access to specialized professionals for creating a safer environment for them to live in (Fujimoto, & BA, 2018). The paper elaborates on the role of the stakeholders in developing and resolving the issues faced by immigrant detainees and how the policy helps the stakeholders in achieving the objectives. In conclusion, it summarizes the points that have been discussed in the paper.
The CBSA or the Canada Border services Agency is considered to ensure security as well as prosperity through the facilitation and supervision of the international travel and trade across the border. The CBSA is supposed to support the national security as well as the public safety priorities by screening people and goods. However, on an average day there are 400 to 500 individuals approximately who are detained across Canada through the IRPA or the Immigration and Refugee Protection Act 2002 (IRPA). Therefore, the CBSA acts as a stakeholder as it concerns itself with the detention issues as such leads to program review in 2014-2015.
The vision or the mission and values are pertaining to the protection of the immigration detainees by ensuring their safety so that they do not co-mingle with the criminals. As a result, the stakeholder would ensure safety by taking care of their mental health issues among other things and this is considered to help them in resolving the issue of detaining immigrants. The primary objective of the stakeholder therefore, is supposed to be regarding the assistance they would be providing in creating a better as well as fairer immigration detention system as the individuals are supposed to be treated with compassion as well as dignity that helps in upholding public safety (Atak, Hudson, & Nakache, 2019).
The CBSA as a stakeholder tries to maintain and create a better infrastructure as well as operational procedures along with detainee health and welfare as such are in relation to the problem or challenge faced through the Immigrant Detention Policy in Canada. Therefore, the CBSA commits to exercise responsibility for detentions to the highest possible standards as they try to resolve the issues faced by the immigrant detainees regarding safety and security as such contributes towards development of health and welfare (Fujimoto, & BA, 2018).
The desired outcome of the CBSA in order to resolve the issues faced by the immigrant detainees through the policy is considered to be in relation to the establishment of adequate as well as cost-effective and efficient IHCs for immigration detention as such would be better for programming. They are also considered to aim at reducing certain level of dependence on the provincial correctional facilities as such are essential for immigration detention. The CBSA also aims at expanding the current ATDs in order to establish a comprehensive as well as nationally available ATD program and this would help them increase their medical and mental health care (Wachuku, 2018).
The stakeholder through the help and assistance of the Immigrant Detention Policy in Canada hopes to increase the program transparency by strengthening the engagement with the stakeholders and the Canadians. They also hope to decrease or reduce the number of minors as well as vulnerable persons and other long-term detainees in detention through the policy. The CBSA also hopes to build a new IHC in Laval, Quebec and refit the current federal government building that is located in Surrey, British Columbia. It can be understood that through the management of the new service contract, the CBSA hopes to upgrade IHC in Toronto as such can be aligned with the future IHCs in Laval and Surrey and this would give them the ability to hold higher risk detainees. This is supposed to help the stakeholders in handling the priorities by creating an improvement in the present conditions as compared to the past. Therefore, such enhancements help in securing a better future (Atak, Hudson, & Nakache, 2019).
The shared interests are considered to be regarding the development of partnerships for the enhancement of the immigration detention program. The CBSA also tries to partner with the community-based organizations as such would help them deliver the expanded ATD program. Therefore, the sharing of the interests with other stakeholder groups would help in standardizing and improving the treatment of the detainees (Wachuku, 2018).
Thus, in conclusion, it can be stated that the Immigrant Detention Policy in Canada is considered to aim at making the lives of the immigrant detainees a little better as they are detained for an indefinite period at times. Therefore, the stakeholder CBSA tries to work towards improving the mental health conditions of the detained individuals in provincial jail.
